802 - Provides that if a person is operating or is in actual physical control of a motorcycle while driving recklessly, a law enforcement officer shall arrest the person, take him or her into custody, and seize the motorcycle. Requires that a person riding on a motorcycle or moped must ride while sitting astride the seat with one leg on each side and with both wheels on the ground at all times, etc.

Seguin Memorial Traffic Safety Act" to revise provisions relating to operation of motor vehicle without proper security or driver license or while license or driving privilege is canceled, suspended, revoked, or disqualified; revises penalties & citation disposition procedures; limits number of continuances of hearing; requires court to maintain certain information upon judgment of conviction; revises motor vehicle impoundment provisions & provides for seizure of motor vehicle; imposes fees & requires payment of costs; revises provisions prohibiting providing motor vehicle to person without valid license; revises duties of DHSMV.

Motor Vehicles Used to Flee From or Elude a Law Enforcement Officer
 
Purpose: Provides for impoundment or immobilization of motor vehicle used to flee from or elude law enforcement officer; requires payment of costs & civil penalty by owner or lessee of vehicle; provides for exceptions.

Barriers/Highways, Canals and Bodies of Water
Purpose: Requires a system of guardrails, retention cables, or other barriers between a highway, canal, or body of water which are installed and maintained by the Department of Transportation to limit the loss of life by out-of-control motor vehicles, etc.

ABATE's concern is the Cable Barriers.

Are they appropriate for Motorcyclist or do they add more danger during an Evasive Maneuver to prevent an otherwise collision or vehicle contact.

Are Cable Barriers more, less, or equal in their effectiveness and purpose - but more dangerous to motorcyclist?

There has already been a major outcry by motorcyclist in Europe (especially Germany) in the use of cable barriers.

Stiffer Penalties... Pressing for Stiffer Penalties on all available issues...
State Training Requirements... Grandfather clause added as an amendment. Other issues still exist - sites, cost, etc.

Motorcycles or Mopeds/Young Riders

Purpose: Prohibits a person from operating a motorcycle or moped while carrying a rider younger than 12 years of age, etc.
